Phoebe Jane Newby Cleveland

Phoebe Jane (Newby) Cleveland, 83, of Dunlap, Tennessee fell asleep in Jesus on Tuesday, April 21, 2026 at home surrounded by family.

Phoebe gave her heart to Jesus at the tender age of 8 at a Seventh-day Adventist summer camp, where she dreamed also of becoming a missionary and having a family.

Phoebe lived a life of service as a nurse, midwife, pastor’s wife, and a loving mother of four. Her dream of becoming a missionary came true with a move to Zambia, Africa together with her husband and children, where she ministered to the Zambian people, especially by delivering babies and through her nursing skills.

When the family returned from overseas, they settled in the Chattanooga area. Phoebe learned the surrounding areas like the palm of her hand through years of service as a home health nurse and by visiting friends and church members. She is remembered by many for teaching childbirth classes and being a friend and support to new mothers as their families grew. Phoebe especially enjoyed sewing, cooking, and encouraging others through cards, postcards, and letters.

She was preceded in death by her parents, Clyde and E. Dawn Newby; sisters, Opal Jenson and Lois Hightlinger; and brothers, Avery Newby, Garold Johnstone, Lloyd Johnstone, Lyle Johnstone, and Thomas Johnstone.

She is survived by her husband of 62 years, Chuck Cleveland; her son, Craig (Dawna) Cleveland; daughters, Marie (David) Tenold, Michelle (Michael Wellbaum) Manis, and Marsha Cleveland; ten grandchildren, Gabriella (Mikey) Archibeque, Matthias (Kayla) Tenold, James (Abigail) Cleveland, Erik (Madison) Manis, Ethan (Adrianne) Cleveland, Alek (Annabel) Manis, Caleb Tenold, Andrew Cleveland, Zachary Leach, and Lynnelle Cleveland; three great-grandchildren and many nieces and nephews and their families.

A memorial service will be held at Dunlap Seventh-day Adventist Church on Sunday, May 17 at 11:00 am CDT. Everyone is welcome to attend a lunch that will follow the service. A private family burial will be held at Cagle-Mount Pleasant Cemetery.

In lieu of flowers, contributions can be made to the Radio Broadcasting Fund, c/o Dunlap Seventh-day Adventist Church, P.O. Box 37, Dunlap, TN 37327. It was one of Phoebe’s dreams to launch a religious FM station for the Dunlap area and that is now in the process of launching.
